Los Angeles County is the most fragmented permitting region in California. Each of its 88 cities runs its own encroachment permit process and the unincorporated county uses a separate process again.

Los Angeles (City)

StreetsLA issues encroachment permits in 1 to 5 business days. Fee around $135 plus a refundable deposit. Permits inside Beverly Hills 90210, Bel Air, and Hancock Park HPOZ areas have additional review.

Long Beach

Long Beach Public Works issues permits in 2 to 4 business days. Fee around $90. Bins in the downtown grid require Caltrans coordination if within 100 feet of the 710.

Santa Monica, Beverly Hills, Culver City

These cities are stricter and slower. Plan 3 to 7 business days. Fees range $125 to $250. Some streets are off-limits to bins entirely.

AB 939 and LA County's diversion target push most loads through Material Recovery Facilities before residue goes to landfill. The major MRFs serving LA County include Athens Services in Sun Valley, Burrtec in Azusa, WM Sun Valley, and Republic Services in Wilmington.
